Failure to perform a comprehensive Business Impact Analysis across all divisions in a company indicates that no one really knows what would be impacted in the event of an incident. This is often seen in large corporations with divisions that operate independently (often called silos). It is assumed that everyone in each division really has a handle on what is business critical and what is not.
